Functions of the ISOD.

The Internal Security Operations Division is responsible for the performance of the following functions:

  • Takes appropriate staff action on ISO matters;
  • Coordinates and monitors operations against DTs, SPTs, and URG;
  • Formulate policies and directives on internal security and monitors their implementation;
  • Prepare the internal security operation portion of the annual PNP Operating Program and Budget Guidance and the Program Review and Analysis;
  • Prepare operational and tactical plans on internal security in relation to the PNP Mater Plan on ISO;
  • Exercises staff action on the deployment of SAF and other NOSUs under the DO functional grouping;
  • Initiate/direct the PROs and NOSUs for action based on reports as contained in the Daily Intelligence Brief; and
  • Attend Conferences and meeting at OPAPP, JPSCC National Meeting, etc.

Organizational Structure of ISOD.

The ISOD is headed by the Chief, ISOD with the rank of Police Senior Superintendent (PSSUPT). It is composed of four (4) sections, namely: Communist Terrorists Section, Destabilization Group Section, Southern Philippines Secessionist Groups Section, and International Terrorist Section. It has a total of five PCOs and three PNCOs and four NUPs.

ISOD Job Description

Chief, Internal Security Operations Division

  • Take appropriate staff action on ISO matters;
  • Coordinate and monitor operations against CTs, SPSGs, local and foreign terrorist groups and other threat groups;
  • Formulate policies and directives on internal security and monitors their implementation;
  • Prepare the internal security operation of the annual PNP Operating Program and Budget Guidance and the Program Review and Analysis;
  • Exercise staff action on the deployment of SAF and NOSUs under the DO functional grouping;
  • Initiate/direct the PROs and NOSUs for action based on reports as contained in the Daily Intelligence Brief; and
  • Attend conferences and meetings at OPAPP, JPSCC national meeting, etc.

 Assistant Chief, ISOD

  • Assist in the formulation of policies and directives on internal security operations;
  • Review staff action of the Division;
  • Review letter reply as required by other units/offices;
  • Monitor the implementation of CMC05/2014;
  • Assist in the preparation of Command Memorandum Circulars (CMCs) and other operational directives on internal security;
  • Review staff action based on reports as contained in the Daily Intelligence Brief; and
  • Attend conferences/meetings as directed.

 Chief, Threat Groups Concern Section

  • Closely coordinate plans, programs, and policies for the formulation of policies and directives/issuances;
  • Take appropriate actions on all issues and concerns pertaining to CPLA, RMP-P/RPA/ABB, MILF, CNN and MNLF;
  • Monitor activities and consolidate reports and take appropriate actions on matter pertaining to sectoral developments Ultra Rightist Groups, Southern Philippines Secessionist Group and Dissident Terrorist;
  • Prepare and update data on the peace process with the CNN, MILF, CPLA and RMP-P/RPA/ABB;
  • Take appropriate action on matters pertaining to Rouge MILF, MNLF, ABU SAYAF and JI; and
  • Perform other task as directed.

 Chief, Maneuver Forces Concern Section

  • Closely coordinate plans, programs and policies for the formulation of policies and directives/issuances;
  • Create/Activate/Monitor Task Forces (TFs), Special Task Forces, Joint Task Forces and National Task Forces;
  • Consolidate monthly/quarterly reports on TFs accomplishments;
  • Conduct monthly evaluation and assessment on TFs, STFs, JTFs, and NTFs;
  • Coordinate and monitor operations on IED incidents;
  • Conduct JPPSC monthly meetings at the national level alternately hosted by the PNP and the AFP;
  • Act on the SAF deployment and consolidate all documents pertaining to SAF;
  • Consolidate the disposition and location of Maneuver Units (RPSBs/PPSCs/DPSBs) and Friendly Forces; and
  • Perform other tasks as directed.

 Chief, Inter-Agency Concern Section

  • Closely coordinate plans, programs, and policies for the formulation of polices and directives/issuances;
  • Formulate JLDs, JLOIs, LOIs, Campaign Plans, OPLANs, IMPLANs, Strategic and Tactical Plans on all areas and concerns of ISO;
  • Coordinate with the AFP on the current projects of the AFP’s IPSP Bayanihan;
  • Prepare Operation and Tactical Plans relative to operations against CTs and SPTs, and other terrorists;
  • Formulate policies and directives/issuances/SOPs on ISO pertaining to CTs and SPTs and other threats, and monitor their implementation;
  • Evaluate reports and come-up with operational directives, policies and lesson learned on the operations, incidents and activities relative to ISO;
  • Prepare the ISO portion of the Annual PNP Operational Program and Budget Guidance and the Program Review and Analysis;\Take appropriate actions on all matters of mutual concerned from any/other agencies of the government;
  • Enhance coordination and cooperation’s with the AFP thru the conduct of joint trainings and activities;
  • Conduct special trainings as maybe directed (Badge Piston, TCT and CAF Evaluation);
  • Monitor US-PH Balikatan Exercises; and
  • Perform other task as directed.

 Chief Clerk, ISOD

  • Maintains and operates the message and record filing system of the Division;
  • Assists the Division Chief in the administrative function to ensure the efficiency of the Division; and
  • Assists in the implementation of directives, LOIs.

 Action PNCO, ISOD

  • Assumes responsibility in the absence of the section chief;
  • Draft communications and operational plans of the section;
  • Assist the section chief in the smooth management of the activities of the section to include the formulation, implementation and evaluation of policies/guidelines/procedure;
  • Perform as action officer on administrative and operational requirements; and
  • Perform other duties as directed.

 Planning Officer I

  • Plans, formulates policies and directives pertaining to operational concerns of the Division;
  • Coordinates and synchronizes the activities of subordinate personnel so that outputs are prioritized based on the needs of the Division;
  • Supervises the planning operating program and Budget Guidance and the Program Review and Analysis of the Division;
  • Prepares operational and tactical plans pertaining to operational concerns of the Division in relation to the PNP 5-year development plan and other mid-range, long range, and master plans; and
  • Ensures the security and integrity of documents/record of the Division.

 Planning Assistant

  • Plan all matters pertaining to operational concerns of the Division;
  • Coordinate and monitors all operations concerning the Division;
  • Recommends the formulation of policies and directives concerning the section and monitor its implementation; and
  • Files/records/maintains all documents/communication pertaining to the Division and make them available when required and arrange them at all times.

Administrative Office Organization Structure.
The Administrative Section Organizational structure is headed by the Section Chief with the rank of Police Chief Inspector (PCINSP). It has a total manpower of twelve personnel composed of one PCO, eight PNCOs, and three NUPs.



Administrative Office Job Description

Chief, Administrative Office

  • Plan and coordinate all administrative matters affecting the Directorate to ensure efficient and smooth functioning;
  • Enforce discipline among office personnel;
  • Assist the DO in looking after the morale and welfare of the ODO Personnel;
  • Responsible for the control and custody of classified equipment and documents;
  • Maintain and operate an office communication center and records filing system;
  • Procure, store, issue, and maintain necessary office supplies and equipment;
  • Responsible for general clerical, graphics and reproduction services;
  • Responsible for the general upkeep of the office; and
  • Take charge and ensure the security of the office, to include its equipment and documents; and
  • Perform other duties as directed by TDO.

 Chief, Clerk

  • Plan and coordinate all administrative matters affecting the Directorate to ensure its efficient and smooth functioning;

 Administrative PNCO

  • Supervises the preparation of Administrative monthly reports for submission to the Directorate for Personnel and Records Management (DPRM);
  • Maintains/secures all admin files;
  • Acts as records custodian of the Directorate;
  • Assist in the supervision of attendance of all DO PNCOs and NUPs;
  • Performs other tasks as directed by the Director.

 Action PNCO

  • Plan and coordinate all administrative matters affecting the Office to ensure its efficient and smooth functioning;
  • Maintain and operate an office communication center and records filing system;
  • Processes all incoming and outgoing communications;
  • Prepares Performance Evaluation Report rating of PNCOs and NUPs in the Division; and
  • Responsible for the distribution of incoming communications to different branches and the dispatch of outgoing communications.

 RSPNCO

  • Represents the withdrawal and distribution of gasoline allocation intended for the Directorate;
  • Prepares Memorandum Receipts (MR) for equipment withdrawn from the PNP Logistics Support Service (LSS) intended for DO personnel;
  • Prepares Requisition and Issue Slip (RIS) for supplies and materials intended for the Directorate;
  • Prepares memorandum for the Directorate for Logistics (DL) requesting for the issuance of supplies, materials, and equipment for used of DO;
  • Prepares status of equipment/inventory of supplies and equipment needed by the Directorate for Logistics (DL), PNP Headquarters Support Service (HSS), NAPOLCOM, and the Commission on Audit (COA).

 Administrative Aide IV

  • In-charge of reproduction of official documents;
  • Responsible for the maintenance of reproduction equipment;
  • Ensures that reproduced copies are properly sorted and secured;
  • Prepares request for procurement of reproduction materials.

 Administrative Aide I

  • Maintain cleanliness of the office, furniture and equipment;
  • Run errands and does related work;
  • Helps the reproduction machine operator in the reproduction of the official documents;
  • Helps the reproduction machine operator in the reproduction of the official documents; and
  • Delivers official document as needed.

Chief, Budget and Fiscal Office. The Budget and Fiscal Section of the DO is responsible for the performance of the following functions:

  • Coordinate with other offices/divisions in the preparation of the Operations portion of the PNP Budget;
  • Submit the Operations budget proposal based on working figures provided by DC and prepare the necessary justification;
  • Budget funds allocated to ODO in relation to the programmed activities for approval of the DO;
  • Prepare quarterly Program Review and Analysis; and
  • Prepare the annual PNP Operating Program and Budget Guidance in coordination with other divisions and offices.

Budget and Fiscal Office Job Description

Chief, Budget and Fiscal Office

  • Coordinate with other offices/divisions in the preparation of the Operation portion on the PNP budget.
  • Submits the operations budget proposal based on working figures provided by DC and prepare the necessary justification;
  • Budget funds allocated to ODO in relation to the programmed activities for approval of the DO;
  • Prepare quarterly Program Review and Analysis; and
  • Prepare the annual PNP Operating Program and Budget Guidance in coordination with other divisions and offices.

Assistant Chief, Budget and Fiscal Office

  • Prepares the documents needed during the series of conferences/workshops relative to the preparation of Budget Proposal prior to budget hearing;
  • Prepares/liquidates/consolidates the documents relative to MOOE, Trust Receipts (TR), Agency Reserve Funds (ARF) and other fund releases;
  • Assists in the preparation of quarterly, semi-annual, and Annual Operations plans and Budget (AOPB), PRA, and Budget Profile;
  • Prepares the budgetary requirements needed for daily programmed activity;
  • Attends to seminar/lectures of budget preparation and seminar for Gender and Development (GAD);
  • Assists in the preparation of the Program Review and Analysis (PRA), Budget Profile and other similar reports’
  • Files and maintains the documents of Budget and Fiscal Section; and
  • Attends to pre-bid, bidding, and other conferences.

Finance PNCO

  • Represents the withdrawal of pays and allowances intended for DO personnel;
  • Prepares vouchers and other documents related to financial matters;
  • Performs other task/duties as directed by the Director.

Administrative Aide I

  • Maintain Cleanliness of the Office, furniture and equipment;
  • Run errands and does related work;
  • Helps the reproduction machine operator in the reproduction of the official documents;
  • Delivers official document as needed.

Functions of LED.

The Law Enforcement Division is responsible for the performance of the following functions:

  • Take appropriate action on all matters pertaining to organized crimes, non-organized crimes, special laws, and Revised Penal Code;
  • Formulate policies, directives and LOIs pertaining to law enforcement, monitor its implementation, and submit report to the SILG thru Chief, PNP as necessary;
  • Prepare the law enforcement portion of the annual PNP Operating Program and Budget Guidance;
  • Prepare organizational plans on anti-criminality operations, to include crime prevention and crime suppression;
  • Prepare law enforcement related briefings and special reports as necessary;
  • Responsible for all matters pertaining to NALECC,POC/NAPOLCOM Law Enforcement Pillars;
  • Responsible for the strict compliance to the provisions of PD 1866 as amended by RA 8294 of companies applying permits to operate, import and export of firearms and explosives; and
  • Perform other duties as directed by the DO.

Organizational Structure of LED.

The LED is headed by the Chief, LED with the rank of Police Senior Superintendent (PSSUPT). It is composed of four (4) sections, namely: High Profile Crime Section, Special Concern Section, NALECC/Transnational Section and FAs and Explosives Section. It has a total of seven PCOs, 5 PNCOs, and seven NUPs.

LED Job Description

Chief, Law Enforcement Division

  • Directs and supervises in taking the appropriate staff action on all matters pertaining to organized crimes, special laws and Inter-Agency pillar with necessary coordination and its implementation;
  • Supervises the formulation of policies and directives pertaining to law enforcement including operational plans on anti-criminality operations to include crime prevention and suppression in relation to the PNP 5-year development Plan and other mid-range, long range and master plans;
  • Directs and supervises the preparation the law enforcement portion of theannual PNP Operating Program, Budget Guidance and the Program Review and Analysis;
  • Signs memorandum and other documents prepared/consolidated by the Division for notation/approval of TDO;
  • Attend Conferences/meetings;
  • Direct personnel supervision and instruction of urgent matters;
  • DILG requirements;
  • NAPOLCOM requirements;
  • Other government agencies;
  • Reports to DO Command Group;and
  • Perform other functions as directed by TDO.

 Assistant Chief, LED

  • Assist the C, LED in the formulation of policies and directives pertaining to law enforcement and monitor their implementation;
  • Assist the C, LED in the directions and supervisions of LED personnel;
  • Directs and supervises the preparation of LED related briefing and special reports;
  • Admin matters:
  • Prepare memoranda and other documents for notation/approval of TDO
  • Attend conferences/meetings
  • Reports to C, LED.

 Chief, Firearms and Explosives Control Section, LED

  • Take appropriate action on matters pertaining to firearms and explosives and civil security matters;
  • Formulate policies and directives to ensure compliance to laws on firearms and explosives particularly RA 1866 as amended by RA 8294; and
  • Perform other tasks as directed.

Chief, High Profile Section, LED

  • Take appropriate action on all matter pertaining to high profile crimes such as kidnapping, illegal drugs, hijacking, bank/highway robbery, illegal gambling, carnapping and others;
  • Formulate policies, LOIs and directives to effectively address high profile crimes;
  • Monitor the implementation of anti-crime programs; and
  • Perform other tasks as required.

Special Concern Section

  • Take appropriate action on all matters pertaining to Revised Penal Code, TMG matters, cyber crimes, anti-money laundering, intellectual property rights concerns, case referrals, implementation of warrants and court orders;
  • Formulate plans, programs, policies and directives pertaining to law enforcement; and
  • Performed other tasks as required.

 Chief, NALECC/Transnational Crimes Section, LED

  • Act as secretariat to NALECC meetings;
  • Prepare memo for the availability of the C, PNP;
  • Prepare memo for the availability of venue;
  • Prepare memo for submission of issues and concerns addressed to all NALECC Member-agencies/Sub-Committees/RLECCs;
  • Prepare memo for submission of accomplishment reports for Best NALECC member-agency/Sub-Committee;
  • RLECC 9Aas early as June which will be awarded on December);
  • Prepare the result of the NALECC awardees ready for deliberation;
  • Prepare Letter to participants of NALECC deliberation;

 Administrative Assistant IV

  • Prepares computerized presentation of all briefing and reports pertaining to operations;
  • In charge of lay outing, formulation and reproduction of reports;
  • Prepares graphs/visual aids for data presentation in computer generated forms; and
  • Responsible for the overall maintenance of computers of ODO.

 Administrative Assistant I

  • Prepares/types all routine division correspondence, endorsements, reports and other related clerical work;
  • Responsible for generation of computer printouts or outputs that are relevant to special concerns;
  • Encodes and validates data pertaining to law enforcement and other relevant data; and
  • Maintains operational readiness of computer units and peripherals.

Functions of SOD:

The Special Operations Division is responsible of the performance of the following functions:

  • Assist the TDO in taking appropriate staff action on all matters pertaining to security operations, civil disturbance management and security of special events;
  • Formulate policies, directives and monitor the implementation of security operations, safe and orderly conduct of special events (local and foreign visits), local and international meetings/conferences, presidential visits, VIP security, elections, plebiscites or referendums); yearly command operational activities; and CDM operations in all parts of the country;
  • Prepare respective portion of the annual PNP Operating Program and Budget Guidance;
  • Prepare briefings and special reports on all special operations for the information of the PNP Command Group; and
  • Perform other functions as directed by DO.

  • Assist the Chief, SOD in taking appropriate staff action on all matters pertaining to security operations on special events;
  • Assist in the formulation of policies and directives and monitor the implementation of security operations, safe and orderly conduct of CDM operations in all parts of the country; and
  • Assist the C, SOD in coordination of all SOD matters affecting the Directorate to ensure its efficient and smooth functioning.

Chief, Special Events Section, SOD

  • Assist the Chief, SOD in supervising and managing the Division;
  • Assist the Chief, SOD in taking appropriate staff action on all matters pertaining to security operations, civil disturbance management and security of special events;
  • Assist in the formulation of policies and directives and monitor the implementation of security operations, safety and orderly conduct of special events (local and foreign visits, local and international meetings/conferences, presidential visits, VIP security, elections, plebiscites or referendums); yearly command operational activities; and CDM operations in all parts of the country; and
  • Assist in preparing briefings and special reports.

Chief Clerk, SOD

 Administrative Assistant I

Functions of the PSD:

The Public Safety Division is responsible for the performance of the following functions:

  • Take appropriate staff action on all matters pertaining to public safety and peace and development, disaster response and tourist security and protection;
  • Draft and recommend proposals for strategic planning, monitor, coordinate and supervise the program and activities relative to peace and development, and supervise the program and activities relative to peace and development, disaster response and tourist security and protection of the various units of the PNP;
  • Effectively execute the command policy and directives on public safety and monitor their implementation;
  • Formulate public safety program, plans and policies geared towards promoting community and citizen participation in public safety, disaster response (natural and manmade) and tourist security and protection; Formulate and execute operational plans on natural and manmade disaster incident response in support of the PNP programs and monitor their implementation;
  • Undertake activities that would bring about positive tourist perception in coordination with DOT;
  • Conduct studies and researches for the purpose of assisting national policy makers in developing national plans and program geared towards the promotion of community public safety and security;
  • Conduct of training activities in coordination with DHRDD to enhance the level of operational preparedness and efficiency of the PNP personnel in the conduct of rescue and response operations during emergencies and calamities of the various units of the PNP; and
  • Perform such other task and functions as the Director for Operations may direct.

Organizational Structure of PD.

The PSD is headed by the Chief, LED with the rank of Police Senior Superintendent (PSSUPT). It is composed of three (3) sections, namely: Disaster Monitoring Section, Peace and Development Concern Section, and Tourist Police and Protection Section. It has a total of four PCOs and two PNCOs.

PSD Job Description

Chief, Public Safety Division

  • Formulates guidelines for strategic planning of the Division
  • Take action on all matters pertaining to PNP operational response during disaster/calamities, the tourist safety, road and environmental protection concern;
  • Prepare public/tourist safety, environmental protection and disaster response briefings and special reports as necessary;
  • Formulate policies and directives pertaining to public safety and monitor their implementation;

Assistant Chief, PSD

  • Act as Chief in the absence of the Division Chief;
  • Coordinate and monitor the conduct of planning, directing, coordinating, and supervising tourist protection program and activities of the various units in the PNP;
  • Assist in taking appropriate staff action on all matters pertaining to public safety and disaster response operations;
  • Helps formulate policies/directives on these matters and monitor their implementation;
  • Assist in the preparation of public safety and disaster management related briefings and special reports as necessary; and
  • Perform other duties as directed.

Chief, DRMS, PSD

  • Responsible for the smooth management and daily affairs/activities of the section;
  • Coordinate on various units in the PNP on their planning and program in the conduct of operational response during emergencies and calamities;
  • Ensures that the above-stated mission/function of the section are effectively covered and efficiently performed;
  • Maintain discipline among the personnel of the section; and
  • Perform other duties as directed.

Chief, PDCS, PSD

  • Responsible for the smooth management and daily affairs/activities of the section;
  • Coordinate on various units in the PNP on the conduct of their planning and peace development program and activities;
  • Formulate public safety program, plans and policies geared towards promoting community and citizen participation in public safety and security;
  • Ensures that the above-stated mission/function of the section are effectively covered and efficiently performed;

  • Responsible for the smooth management and daily affairs/activities of the section;
  • Coordinate on various units in the PNP on the conduct of their planning and peace development program on tourist safety and protection and monitor their activities;
  • Formulate public safety program, plans and policies geared towards promoting community and citizen participation in tourist safety and protection;
  • Ensures that the above-stated mission/function of the section are effectively covered and efficiently performed;

Chief Clerk, PSD

  • Maintains and operates the message and record filing system of the Division;
  • Assists the Division Chief in the administrative function to ensure the efficiency of the Division; and
  • Assists in the implementation of directives, LOIs.

Action PNCO, PSD

  • Assumes responsibility in the absence of the section chief;
  • Draft communications and operational plans of the section;
  • Assist the section chief in the smooth management of the activities of the section to include the formulation, implementation and evaluation of policies/guidelines/procedure;
  • Perform as action officer on administrative and operational requirements; and
  • Perform other duties as directed.

Functions of the SRD.

The SRD is responsible of the performance of the following functions:

  • Gathers, collates, stores and consolidates statistics concerning operations, operational accomplishments;
  • Reviews existing policies and conducts research on matters affecting police operations;
  • Prepares the Operational Performance Evaluation Rating/Field Evaluation Parameters for PNP Offices/Units;
  • Prepares periodic operational accomplishment reports and other requirements; and
  • Assists in the development, build-up and management of databases and provide support services pertaining to IT.

Organizational Structure of SRD.

The SRDis headed by the Chief, SRD with the rank of Police Senior Superintendent (PSSUPT). It is composed of four (4) sections, namely: Statistics Section, Evaluation Section, Reports and Special Projects Section, and Information Technology Management Section. It has a total of two PCOs and seven NUPs.

SRD Job Description

Chief, Statistics and Reports Division

  • Plans, organizes, directs, coordinates and supervises activities of the Division.
  • Directs and supervises the collection of operational accomplishments of the different PNP units/offices;
  • Directs and supervises the conduct of assessment of PNP subordinate units based on the results of operations;
  • Directs and supervises the conduct of special projects, DO related briefings and special reports; and
  • Directs and supervises the preparation of accomplishment reports on the DO scorecard.

  • Assists the Division Chief in the supervision of various activities of the Division;

  • Attends to NUP concerns as NUP supervisor of DO.

  • Reviews and evaluates the performance of PNP NSUs based on result of operations; and
  • Provides assessment of PNP accomplishment and appropriate recommendations for policy formulation.

Statistician III

  • Analyzes data pertaining to operations, formulate policies and directives, and monitor the implementation;
  • Plans, organizes, directs, coordinates and supervises various activities of Section;
  • Reviews staff action on all matters pertaining to statistics;
  • Computes and evaluates the operational performance rating of all PNP Regional Offices;
  • Ensures the security and integrity of documents of the Section; and
  • Prepares quarterly, semi-annual, annual operations, accomplishment reports.

Statistician II

  • Plans, organizes,directs, coordinates and supervisees various activities of Statistics Section;
  • Reviews staff actions on all matters pertaining to Statistician;
  • Computes and evaluates the operational performance rating of all PROs; and
  • Analyzes data pertaining to operations, formulates policies and directives and monitor the implementation.

Project Evaluation Officer II

  • Develops, plans, directs, coordinates specific projects/activities of the Section;
  • Prepares performance evaluations of the PNP subordinate offices/units based on the results of operations and other projects;
  • Recommend the formulation of policies and directives for implementation based on project evaluation; and
  • Conduct research as needed.

Project Development Officer II

  • Develops, plans, organizes, directs, coordinates special/specific projects and activities of the Section;
  • Conducts research and liaises with other government agencies;
  • Drafts project proposals based on research and liaising; and
  • Gathers and consolidates inputs for the project proposals.

Assistant Statistician

  • Collates/gathers data in the preparation of quarterly, semi-annual, annual operations accomplishment report;
  • Consolidates statistical date pertaining to operations based on the accomplishment reports of the subordinate units/office;
  • Conduct research as necessary; and
  • Coordinate/follow-up statistical requirements of the Division.

Administrative Aide VI

  • Receives and records all incoming and outgoing communications;
  • Maintains files of all incoming and outgoing communications;
  • Acts as assistant computer operator; and
