Functions of NOC.

The NOC is responsible for the performance of the following functions:

 

BROAD FUNCTIONS:

  • Assists the PNP Command Group and the Directorial Staff in directing, controlling, coordinating, monitoring and supervising PNP operations and other related activities within established policies and command guidelines;
  • Established liaison with the AFP through the AFP Command Center (AFPCC) in connection with the requirements of the PNP for the successful conduct of current or contemplated operations; and
  • Establishes liaison with the Office of the President through Presidential Situation Room (PSR) relative to monitoring of significant incidents.

MAJOR ACTIVITIES:

  • Coordinates and monitors all operational and related activities of the PNP and consolidates all reports then prepares the PNP Journal of Significant Incidents on a daily basis;
  • Transmits to and receives reports from subordinate units pertaining to operational and other related matters and relays them to the concerned offices for their information, appropriate action, and/or proper disposition;
  • Prepares a Significant Incident Report of all significant events reported by operating units for the immediate information of the SILG, the Chief PNP, and his Command Group, and other concerned offices;
  • Prepares the initial letter for the President, endorsement letter of the SILG and the accompanying memorandum of the Chief, PNP of all significant incidents reported;
  • Monitors the occurrence of significant incidents nationwide through the social and tri-media;
  • Ensures the implementation of approved plans/orders/CMCs and coordination/monitors the preparation of the proper reports pertaining thereto;
  • Issues flight directives to D, SAF regarding the use of PNP Air Assets;
  • Monitors and assists in the activation, deactivation, deployment, and re-deployment of PNP and AFP units;
  • Initiates contact with the Regional Tactical Operations Center for their situation update and progress reports of significant incidents; and
  • Perform other tasks as directed.

Organizational Structure of NOC.

The NOC is headed by the Chief, NOC with the rank of Police Chief Superintendent (PCSUPT). It is composed of three (3) sections, namely: Communications Processing and System Management Section (CPSMS), Operations Section (OS), and Situation Monitoring Section (SMS). It has a total of five PCOs, twenty four PNCOs and eleven NUPs.

NOC Job Description

C, NOC

  • Responsible for the efficient management of the daily affairs and activities of the PNPNOC;
  • Ensures that the states mission/functions of the Center are effectively accomplished and efficiently performed; and
  • Performs other duties as directed.

AC, NOC

  • Assists the Chief, PNPNOC in the administration of the National Operations Center;
  • Assumed the duties and responsibilities of the Chief, NOC during his absence;
  • Responsible for the maintenance of standard discipline, morale, efficiency, and effectiveness of personnel;
  • Supervises the maintenance and updating of the members of the NHQ Alert Companies and Composite Battalion;
  • Responsible for the accounting of personnel of the NHQ Alert Companies and Composite Battalion during Full Alert Status;
  • Acts as Security Officer of the Center; and
  • Performs other duties as directed by the Chief, PNP NOC.

C, CPSMS, NOC

  • Plans and coordinates all administrative matters affecting the PNPNOC to ensure an efficient and smooth functioning of the office;
  • Supervises the operation of the Message Center;
  • Enforces discipline among the PNONOC personnel and ensures that all PNCOs and NUPs are performing their duties religiously;
  • Responsible for the control and custody of classified documents and equipment;
  • Maintains and operates the office message center and record filing system;
  • Supervises the general clerical, graphics, and reproduction services;
  • Supervises the cleanliness and orderliness of the PNPNOC;
  • Maintains and ensures the operability and maintenance of the PNPNOC Network and ICT equipment and provides technical support in computer-related matter; and
  • Performs other functions as directed by the Chief, National Operations Center.

C, OS, NOC

  • Plans and coordinates all operational matters and ensures functional efficiency of the PNP NOC;
  • Supervises the preparation of Alert Level Status, Troop Movement Clearance, and Flight Directives to D, SAF regarding the use of PNP air assets;
  • Supervises the preparation of After Monitoring Report, PNP NOC Journal of Significant Incidents and Significant Incident Reports;
  • Coordinates and monitors operational activities of the PNP and other government agencies during special events and other special police operations;
  • Supervises the conduct of follow-up or send tracer messages to all PROs regarding un-complied directives;
  • Relays instructions from any member of the PNP Command Group and Directorial Staff and chiefs/heads of offices/units to other concerned offices;
  • Supervises the encoding of data on daily operational reports and other police intervention;
  • Supervises the updating of the PNP Directory and the contact details of police Key Officers; and
  • Performs other functions as directed by the Chief, National Operations Center.

C, SMS, NOC

  • Supervises the monitoring of incidents from the media through TV, social network, and radio stations;
  • Verifies broadcast incidents to concerned units and requires the submission of appropriate report;
  • Supervises the maintenance and use of media monitoring and communications equipment;
  • Trains personnel on Radio/TV monitoring and scanning news websites from the internet;
  • Acts as the PNP NOC focal person on natural and man-made disasters;
  • Supervises the operations of SMR during conduct of monitoring on critical incidents and other special events/police operations;
  • Supervises the cleanliness, maintenance, and operability of PSR equipment; and
  • Performs other functions as directed by the Chief, National Operations Center.

C, Clerk, NOC

  • Assists the Chief, NOC in performing administrative matters affecting the Center to ensure its efficient and smooth functioning;
  • Assists the Administrative Officer in enforcing and maintaining discipline among PNP NOC personnel;
  • Assists in the maintenance of the communication message center and record filing system;
  • Assists in storing, using and maintaining office supplies and equipment;
  • Assists the Administrative Aide on general clerical, graphics, and reproduction services;
  • Assists in the control and custody of classified documents and equipment;
  • Ensure the cleanliness and orderliness of the PNP NOC;
  • Assists in the preparation of congratulatory message for concerned police units that resulted into positive operations;
  • Assists in maintaining security of the Center; and
  • Performs other duties as directed.

SCDO

  • SCDOs shall be detailed by TCDS, for issuance of orders by DPRM, during weekends and holidays from among the officers with the ranks of CHIEF SUPERINTENDENT and SENIOR SUPERINTENDENTS occupying key positions assigned in Camp Crame and shall log-in at the PNPNOC. Upon assumption of duty, the detailed SCDO should inform TCDS through text message or other means that he/she is already posted. He/she may opt to stay in his/her office or quarters inside Camp Crame during his/her tour of duty;
  • Acts as the Principal Action Officer (PAO) on matters brought to his attention that require immediate staff action;
  • Supervises the activities of the CDO; and
  • Informs the Chief, PNP on matters that need to be brought to his attention during his tour of duty.

CDO

  • CDOs with the rank of Superintendent shall be detailed by DPRM. The CDO shall perform duty from 5:00 PM to 8:00 AM of the following day for weekdays (Monday to Friday) and from 8:00 AM to 8:00 AM of the following day for Saturdays, Sundays and Holidays;
  • The CDO shall supervise the activities of the HSS Field Duty Officer (FDO) and HSS Officer of the Day (OD);
  • The CDO shall implement the “Camp Defense Plan” and “Fire Plan” in case of emergency;
  • In case of transport strike, the CDO shall monitor and coordinate with HPG, Tactical Operations Center (TOC) and MMDA TOC;
  • In case of calamities/disasters, the CDO shall assist the concerned Sub-Secretariat, CIMC and shall stay at the PNPNOC to assist in the implementation of the PNP NHQ CIMC on natural and man-made disasters and alert all units concerned to be ready for dispatch anytime;
  • In case of civil disturbance such as rallies, demonstrations, strikes, pickets, noise barrages, etc., the CDO shall alert CDM elements of the Police Districts of NCRPO to react anytime and closely coordinate with the TOCs of other operating offices/units concerned;
  • The CDO shall read all messages/communications received during his/her TOD and disseminate all urgent/important matters to the Chief, PNP, his Deputies, TCDS and to other officers/units concerned during weekdays;
  • The CDO shall personally select and note all important items to be included in the PNPCC Journal before encoding by the DPNCO and as much as possible, each item should be brief and concise;
  • The CDO shall see to it that the radio messages, telephone messages, and other references should not be copied verbatim and should only contain essential information, and that as much as possible, the summary should be limited to one paragraph without sacrificing clarity;
  • The CDO should edit the PNPNOC Journal ensuring that it does not contain unauthorized abbreviations, grammatical errors, and misspelled words;
  • The CDO shall sign/act on urgent messages on behalf of TDO during his absence for information of the Chief, PNP; and
  • The CDO shall disseminate significant incidents immediately to SILG, CPNP, TCDS, TDO, and to the Offices/Units concerned during weekdays.

DPNCO

  • The DPNCO shall be performing duty from 8:00 AM to 8:00 AM of the following day;
  • The DPNCO shall assist in the preparation of all communications, radio messages, and the PNPNOC Journal and shall be responsible in the distribution of said communication to all recipients;
  • The DPNCO shall immediately furnish copies of reports of significant incidents received to SILG, CPNP, and DO or to other concerned officers/offices;
  • The DPNCO shall inform the SCDO, CDO, TDO, and C, NOC on all matters that need immediate action;
  • The DPNCO shall relay to the incoming duty personnel all instructions for follow-up before leaving his post;
  • Draft Flight Directives, C-130 accommodation, Movement of Troops Clearance prior to submission to AC, NOC and C, NOC.
  • Draft Alert Status for correction of C, Operations prior submission to AC, NOC and C, NOC
  • The DPNCO shall see to it that the office is always clean and orderly to include the kitchen and restrooms;
  • The DPNCO shall ensure that safety precautions and energy conservation measures are being observed during his TOD; and
  • Performs other tasks as directed.

Admin Assistant IV/Secretary for C, NOC

  • Received and dispatch Memos/Reports from Section Chief of NOC, Division Chief of DO, Directorial Staff and Command Group;
  • Acts as Secretary to Chief, NOC;
  • Prepare the NOC’s scheduled activity and remind C, NOC if,  he is directed to attend;
  • Maintain cleanliness and orderliness in workplace; and
  • Performs other tasks as directed.

Admin Assistant III/Secretary for AC, NOC

  • Relay instructions from Asst. Chief, NOC to any NOC  staff  and other concerned Sections/offices;
  • Received and dispatch Memos/Reports from Section Chief of NOC, Division Chief of DO, Directorial Staff and Command Group;
  • Acts as Secretary to AC, NOC;
  • Prepare the NOC’s scheduled activity and remind AC, NOC if,  he is directed to attend;
  • Maintain cleanliness and orderliness in workplace; and
  • Performs other tasks as directed.

SMS Platform Operator (CPSMS, NOC)

  • Receive significant incident reports thru SMS Platform from PROs and other operating units to consolidate/validate before forwarding to the C, PNP, Command Group and other concerned recipients thru SMS; 
  • Receive directives, memos, staff announcements and others from higher units and disseminate to the lower units thru SMS;
  • Check and maintain the efficiency of equipment;
  • Reports untoward incidents, malfunction of equipment to immediate officers  for action; 
  • Maintain the cleanliness and orderliness in workplace; and
  • Performs other tasks as directed.

Communications Equipment Operator (CPSMS, NOC)

  • Receive, transmit, file, store and verify the communication reports from PNP Units, AFP and other government offices thru fax and radio; 
  • Analyzed the content of communication, determine to whom it is intended; 
  • Dispatch important communications approved/disapproved by TDO and C, NOC to concerned unit office;
  • Follow up/monitor the progress reports of significant incident to all concerned offices/units; 
  • Monitors all significant incidents via tri-media;
  • Verifies broadcast significant incidents to concern units and ensure the submission of appropriate report for the information of the C,NOC;
  • Operate all communication equipment and check the daily operational status; 
  • Reports untoward incidents, malfunction of equipment to immediate officers for action; and
  • Performs other tasks as directed. 

Action PNCO (CPSMS, NOC)

  • Draft the duty detail of NOC personnel for correction of  C, CPSMS thru  the Chief, Clerk   prior approval of C, NOC;
  • Scan and send thru email important communications to concerned NOC personnel;
  • Encode/Retype memos/reports as edited by the Chief, CPSMS; Asst. Chief, NOC and OTDO;
  • Draft/Prepare memoranda such as replies and other communication for correction by  Sections Chiefs prior submission to CNOC;
  • Digitize all files of NOC and store them  in external drive for back up copy  to ensure  that all records  are properly  secured; and
  • Performs other tasks as directed.

Administrative Aide II (CPSMS, NOC)

  • Record, file, scan and send thru email all important communications;
  • Scanned incoming and outgoing communication for reference and easy retrieval;
  • Prepare application for leave of absence of NOC personnel for approval of C, NOC prior submission to Admin, DO;
  • Analyze the content of communication, determine to whom it is intended;
  • Dispatch outgoing communications to concern recipient;
  • Receive, record and scan incoming/outgoing communications;
  • Scan and send thru email important communications to concerned NOC personnel; and
  • Performs other tasks as directed.

Administrative Aide III (CPSMS, NOC)

  • Analyze the content of documents, determine whether they are value to be scanned;
  • Scanned all important documents for reference and easy retrieval;
  • Digitize all files of NOC and store them  in external drive for back up copy  to ensure  that all records  are properly  secured;
  • Report untoward incident/malfunction of equipment, if  there are any; and
  • Performs other tasks as directed. 

Action PNCO (OS, NOC)

  • Update the Dispositions and Locations of Troops of all PROs/Units with corresponding contact numbers for ready reference;
  • Update the official contact numbers/personal contact numbers of all unit commanders and units/offices;
  • Submit compliance to requesting unit/office re request on PNPNOC Telephone Directory;
  • Scan and send thru email important communications to concerned NOC personnel;
  • Alternate Focal Person on permanent telephone numbers for Key Police Officers; and
  • Performs other tasks as directed.

Admin Assistant III (OS, NOC)

  • Call the incoming Command Duty Officer to remind them regarding their duty as CDO;
  • Update database on the monitoring of Significant Incidents received thru fax/email/text from PROs and other units for reference and easy retrieval;
  • Prepare/Updated statistical reports generated from the monitoring of Significant Incidents and submits reports if needed;
  • Prepare/Updated statistical reports generated from the monitoring of Loose Firearms;
  • Prepared report generated through the NOC database on significant incidents and accomplishment on the conduct of police operations; and
  • Performs other tasks as directed.

Action PNCO (SMS, NOC)

  • Supervise the daily activity of all personnel in charge to situation monitoring section;
  • Focal person on permanent telephone numbers for Key Police Officers;
  • Reports untoward incident, malfunction of equipment to immediate supervisor, if there are any; and
  • Performs other tasks as directed.

Admin Assistant III (SMS, NOC)

  • Monitors all significant incidents via tri-media;
  • Verifies broadcast significant incidents to concern units and ensure the submission of appropriate report for the information of the C, NOC; and
  • Performs other tasks as directed.

Incident Monitoring PNCO (SMS, NOC)

  • Maintain the daily operational capability and efficiency of all equipment;
  • Provide technical support to all activity, events conducted in NOC facility;
  • Provide periodic maintenance and troubleshoot of equipment if necessary;
  • Monitor the  PNP’s conduct of security coverage operations and public safety services on major events,  crisis/disaster  management ,and other police operations;
  • Monitor the deployment of troops during PNP’s conduct of public safety, law enforcement, internal security, special operations and other Command’s related activities;
  • Upload daily journal to all concerns recipient; and
  • Performs other tasks as directed.

Special Monitoring Team (SMS, NOC)

  • Render daily monitoring reports gathered from lower units such as (Anti-illegal Drugs Operation, Anti-illegal Gambling, Anti-illegal Logging, Incident perpetrated by Motorcycle Riding Suspects, SUMVAC 2018, BSK Elections);
  • Responsible in the maintenance/use of facilities and equipment at the SMR;
  • Maintain cleanliness and orderliness in workplace; and
  • Performs other tasks as directed. 

Assistant Statistician (SMS, NOC)

  • Prepare/Updated statistical reports generated from the monitoring of Anti-illegal Drugs Operation, Anti-illegal Gambling, Anti-illegal Logging, Incident perpetrated by Motorcycle Riding Suspects;
  • Provide maintenance support of NOC emails and group accounts;
  • Provide technical support in the maintenance of NOC computer hardware and software;
  • Focal person of NOC to PNP PGS; and
  • Performs other tasks as directed.
