Functions of SOD:

The Special Operations Division is responsible of the performance of the following functions:

  • Assist the TDO in taking appropriate staff action on all matters pertaining to security operations, civil disturbance management and security of special events;
  • Formulate policies, directives and monitor the implementation of security operations, safe and orderly conduct of special events (local and foreign visits), local and international meetings/conferences, presidential visits, VIP security, elections, plebiscites or referendums); yearly command operational activities; and CDM operations in all parts of the country;
  • Prepare respective portion of the annual PNP Operating Program and Budget Guidance;
  • Prepare briefings and special reports on all special operations for the information of the PNP Command Group; and
  • Perform other functions as directed by DO.

Organizational Structure of SOD.

The SOD is headed by the Chief, LED with the rank of Police Senior Superintendent (PSSUPT). It is composed of two (2) sections, namely: Security Operations and CDM Section and Special Events Section. It has a total of four PCOs and 2 PNCOs and four NUPs.

SOD Job Description

Chief, Special Operations Division

  • Assist the TDO in taking appropriate staff action on all matters pertaining to security operations, civil disturbance management and security of special events;
  • Formulate policies, directives and monitor the implementation of security operations, safe and orderly conduct of special events (local and foreign visits), local and international meetings/conferences, presidential visits, VIP security, elections, plebiscites or referendums); yearly command operational activities; and CDM operations in all parts of the country;

Assistant Chief, SOD

  • Assist the Chief, SOD in supervising and managing the Division;
  • Assist the Chief, SOD in taking appropriate staff action on all matters pertaining to security operations, civil disturbance management and security of special events;
  • Assist in the formulation of policies and directives and monitor the implementation of security operations, safe and orderly conduct of special events (local and foreign visits, local and international meetings/conference, presidential visits, VIP security, elections, plebiscites or referendums); yearly command operational activities; and CDM operations in all parts of the country; and
  • Assists in preparing briefings and special reports.

Chief, Security Operations and CDM Section, SOD

  • Assist the Chief, SOD in taking appropriate staff action on all matters pertaining to security operations on special events;
  • Assist in the formulation of policies and directives and monitor the implementation of security operations, safe and orderly conduct of CDM operations in all parts of the country; and
  • Assist the C, SOD in coordination of all SOD matters affecting the Directorate to ensure its efficient and smooth functioning.

Chief, Special Events Section, SOD

  • Assist the Chief, SOD in supervising and managing the Division;
  • Assist the Chief, SOD in taking appropriate staff action on all matters pertaining to security operations, civil disturbance management and security of special events;
  • Assist in the formulation of policies and directives and monitor the implementation of security operations, safety and orderly conduct of special events (local and foreign visits, local and international meetings/conferences, presidential visits, VIP security, elections, plebiscites or referendums); yearly command operational activities; and CDM operations in all parts of the country; and
  • Assist in preparing briefings and special reports.

Chief Clerk, SOD

  • Maintains and operates the message and record filing system of the Division;
  • Assists the Division Chief in the administrative function to ensure the efficiency of the Division; and
  • Assists in the implementation of directives, LOIs.

Action PNCO, SOD

  • Plan and coordinate all administrative matters affecting the Office to ensure its efficient and smooth functioning;
  • Maintain and operate an office communication center and records filing system;
  • Processes all incoming and outgoing communications;
  • Prepares Performance Evaluation Report rating of PNCOs and NUPs in the Division; and
  • Responsible for the distribution of incoming communications to different branches and the dispatch of outgoing communications.

 Administrative Assistant III

  • Receives and monitors all incoming radio messages, fax messages and telephone calls from all field units of the PNP;
  • Receives and relay messages to/and from field units;
  • Records all spot reports and transmits them to concerned offices; and
  • Dispatches communications to subordinate units.

 Administrative Assistant I

  • Prepares/types all routine division correspondence, endorsement, reports and other related clerical work;
  • Responsible for generation of computer printouts or outputs that are relevance to special operations;
  • Encodes and validates data pertaining to law enforcement and other relevant data.
  • Maintains operational readiness of computer units and peripherals.

 Planning Assistant

  • Plan all matters pertaining to operational concerns of the Section;
  • Coordinate and monitors all operations concerning the Section;
  • Recommends the formulation of policies and directives concerning the section and monitor its implementation; and
  • Files/records/maintains all documents/communication pertaining to the section and make them available when required and arrange them at all times.
